Following its acquisition by PT Telkom Indonesia (Persero) Tbk through TelkomMetra in 2021, Digiserve has now officially become a subsidiary of a State-Owned Enterprise (SOE). As such, the Company will need to adhere to all rules and regulations stipulated by the SOE Ministry – known in Indonesia as Kementerian Badan Usaha Milik Negara (BUMN) – which include BUMN Law, Limited Liability Company Law and other related laws and their derivative regulations.
On July 1, 2020, BUMN laid out its core values: Trustworthiness, competence, compatibility, loyalty, adaptability, and collaboration (known locally by the acronym, AKHLAK). Henceforth and with immediate effect, the Company will strive to embody these basic values.
In Indonesia, AKHLAK offers a yardstick for all SOE entities when conducting business and going about their daily activities; guidelines cover workers’ behavior in the office, at home and in relation to the environment. These obligations indicate the Government of Indonesia’s commitment to its root-and-branch SOE transformation process, which is expected to filter down to every last human resource.
These core BUMN values will complement the company values already in place. During this transition phase, Digiserve remains firmly committed to developing the best service, with results-oriented strengthening of customers’ business interests. Aligning nicely with the AKHLAK guidelines, Digiserve actually has its own set of five values, known as SERVE:

These values will further strengthen the Company’s activities, which broadly focus on system services in the field of Information Technology. In practice, this covers everything from Managed Network Services, Cloud Services, integrated communications, security, and consulting services.
In addition to updating and expanding our core values, Digiserve management is also continue to make enhancement in a number of different areas. One of these is the implementation of Good Corporate Governance (GCG) – the principles that provide a foundation for company management processes and mechanisms, based on laws and regulations and business ethics.
For SOEs, GCG needs to be applied in order to foster good governance, but also to maximize performance. The better the implementation of GCG in a company, the more organized the corporate management will be. Ultimately, this all boils down to successful achievement of targets.
With that in mind, Digiserve is committed to the continuous implementation of CGC principles in every aspect of business operations. This goes beyond compliance with standards, laws and regulations; its implementation refers to the five basic principles of CGC, namely Openness, Accountability, Responsibility, Independence, and Equality. All of this contributes to Digiserve’s ongoing transformation. The Company is developing superior service with a commitment to strengthening customers’ businesses, thereby helping them achieve better results.
A range of other benefits can be gained from the standard BUMN provisions, including the consistent implementation of GCG. Commitment to the implementation of GCG is demonstrated through assessment of the core AKHLAK values mentioned earlier. This assessment is a matter of great importance, as it relates to the management of GCG practices in a company – the results can be used as the basis for designing better achievement of GCG, then utilized as points of reference moving forward.
This just goes to show the importance of assessment when it comes to GCG implementation. The assessment can be approached and carried out in a number of different ways, including Self-Assessment, Second-Party Assessment, and Third-Party Assessment. The whole process of assessment, including its methodology and procedures, is carried out in line with the Decree of the Secretary to the Minister of SOEs No. SK-16/S. MBU/2012, dated 6 June 2012 and concerning the Implementation of Good Corporate Governance in BUMN.
Assessment of GCG implementation combines six aspects of testing, which covers Commitment to the Implementation of Sustainable Governance, Shareholders and GMS, the Board of Commissioners, Directors, Information Disclosure and Transparency, and Other Aspects.
It has been shown that consistent implementation of GCG can improve business performance and spur sustainable growth, which in turn increases the value of a company (corporate value) for shareholders and other stakeholders. Good management leads to the creation of ethical and responsible companies, with good governance at the heart of their corporate culture. Ultimately, this approach will help Digiserve realize its vision: to be “Indonesia’s Partner of Choice for Managed Solutions”.
